Two thoughts:

1. You can‘t “lead a chant” unless the audience (the voters) join in the chant.

2. On hearing that the chant got support the UK government minister Wes Streeting of course condemned it … and also said the most strident things against Israel I’ve ever heard him say.

I conclude the latter is because he’d noticed the former - that voters opposed Israel’s actions.
